President & Chief Executive Officer

James W. “Jim” Jacobs, Jr. is an accomplished healthcare executive with more than 25 years developing and building healthcare software companies. Currently, Jim is the President and CEO of MediQuant LLC, healthcare’s leading provider of active data archiving technology for the enterprise. Since becoming CEO in 2018, Jim has driven strategic initiatives to reorganize the company, re-capitalize with Silversmith Capital Partners, and accelerate MediQuant’s significant growth.

Previous success includes executive roles with Optum, Nuance, QuadraMed and others, where he participated in seven recapitalization processes.

Jim’s background and career is steeped in technology, and includes a variety of roles in sales, marketing, and executive leadership. His MBA was focused on Decision Sciences, a unique blend of business, technology, and AI. Jim is a published author, noted speaker, and has participated in the development of 3 software Patents.

In his spare time, Jim enjoys playing most sports including running, hiking, biking, and golf. Jim gives his time fundraising for cancer research, and volunteering with foster care and organizations serving individuals with special needs.

David Lamar joined MediQuant in 2017 having an immediate impact on client growth and revenues. During his tenure, he has redefined projects and services for increased revenue, helped to integrate and reframe the services provided by new acquisitions for a comprehensive offering, and guided the opportunity for the firm to win the largest assignment in MediQuant history with the Department of Defense.

Through engagement with countless hospitals, providers, health systems and even patients across the healthcare ecosystem, Dave has a acquired a unique perspective on the commonalities and customization of each data transition.

Dave’s HIT career began in 1997 when he joined Eclipsys—since merged with Allscripts—selling both clinical and financial solutions and becoming southeast region President. Beginning in 2007, he worked at OptumInsight—now part of UnitedHealth Group—as area vice president and then national vice president of accountable care solutions for provider clients.

Dave earned his bachelor’s degree in finance at Indiana University’s Kelly School of Business.

Shawn is a dedicated and innovative technology leader with more than 15 years of experience managing enterprise applications, software development, infrastructure and operations units in diverse environments and with a successful delivery record. He is skilled in IT architecture, service management, and communications, having worked many years with executives to deliver business value through well-conceived IT strategies and investments.

Prior to joining MediQuant, Shawn spent 11 years in various roles at Life Line Screening. Most recently, he was Director of Technology, where he provided leadership, strategic direction, and roadmaps for the IT department to meet current demands and expedite the delivery of high impact products and services.

Carrie Smallwood

Vice President, Implementation Services

Carrie Smallwood serves as Vice President of Implementation Services at MediQuant, where she leads delivery excellence for data migration, conversion, and archive engagements. Her leadership ensures healthcare organizations reduce risk, lower costs, and accelerate strategic initiatives through seamless execution. With over two decades of experience in healthcare operations and technology, Carrie brings a unique combination of clinical expertise, project management acumen, and strategic vision to her role.

Carrie began her career at Cleveland Clinic, where she spent 17 years in progressively senior roles, including training and patient access leadership. During her tenure, she developed a deep understanding of complex healthcare environments and the critical interplay between technology and patient care. Since joining MediQuant in 2014, Carrie has held multiple leadership positions, including Director of PMO, and Director of Implementation Quality, before being promoted to Vice President. In each role, she has consistently driven operational rigor, quality, and client success across large-scale implementations.

Carrie earned her Bachelor of Business Administration (BBA) Cleveland State University. Her blend of healthcare domain expertise, project leadership, and commitment to excellence ensures MediQuant customers achieve high-impact results from planning through go-live and beyond.
